In a move set to redefine how utilities and critical infrastructure operate across the nation, Grain Management, LLC has announced its acquisition of T-Mobile’s 800 MHz spectrum—a key low-band asset once part of Sprint’s portfolio. The private investment firm, known for its focus on digital infrastructure and broadband solutions, will leverage the spectrum to serve utilities, rural carriers, and other critical service providers.

The transaction, expected to close by the end of April 2025 pending regulatory approval, includes a mix of cash and Grain’s 600 MHz licenses, which T-Mobile had been leasing and deploying across its network. The exchange underscores T-Mobile’s ongoing strategy to realign its spectrum assets while unlocking potential value worth billions.


Partnering with Black & Veatch for Critical Network Deployment

To accelerate adoption and deployment, Black & Veatch will guide utilities in the end-to-end planning, implementation, and operation of private LTE and 5G networks built on the newly acquired spectrum.

Why 800 MHz Matters

The 800 MHz band is uniquely suited for mission-critical communications. Its low-frequency propagation enables wider coverage and deeper penetration, making it ideal for connecting essential systems like energy grids, water infrastructure, and transportation networks.

Grain and T-Mobile highlighted in a joint FCC statement that a nationwide, well-propagating spectrum band could deliver substantial benefits, including cost efficiency, improved security, and interoperability across utility networks—paving the way for a more unified and resilient national infrastructure.


Regulatory Challenges and Future Outlook

Despite the promise, challenges remain. Nearly 97% of the 800 MHz licenses are due to expire in June 2028, prompting Grain to seek a 12-year extension from the FCC. The firm argues that a longer timeline aligns with other flexible-use spectrum bands such as 600 MHz and AWS-3 and allows adequate time for equipment development by vendors like Nokia, Ericsson, and Qualcomm.

Moreover, public utilities often face multi-year planning and approval cycles, making a longer extension critical to full deployment and adoption.

If the FCC approves the extension, Grain’s initiative—backed by Black & Veatch—could usher in a new era of private, secure 5G networks for critical infrastructure, transforming how utilities manage and protect their operations.
